Image Sensing Systems, Inc. Asia Subsidiary Wins Order for Supply of Loop Detection Equipment to China

Saint Paul, Minn., December 9, 1999 - Image Sensing Systems, Inc. (ISS) (Nasdaq SmallCap: ISNS) announced today that its Asia subsidiary, Flow Traffic Limited, has won an order for the supply of over 600 loop detectors to be used in major expressway projects and large cities in the People's Republic of China. Among the bigger clients of loop detectors are the traffic police of Shenzhen city in Southern China. This follows on previous orders of loop detectors during the year amounting to around 1,000 detectors.

In addition to the above, two important orders for loop based incident detection systems (IDS), were obtained during the past month. These incident detection systems will be used for National Expressway 102 outside of Tianjin city and for the Southern Guangzhou section of the Beijing-Zhuhai expressway.

We believe that we are already the biggest foreign supplier of loop detection to China, and China's entry into the World Trade Organization (WTO) should further improve our market share."
